School District Policy for Providing Captions/Transcripts for AEM

School district personnel can utilize the following "Policy for Providing Captions and Transcripts for Accessible Educational Materials (AEM)" for their own AEM policies.

Captioning of All Media

Effective Communication under the Americans with Disabilities Act (ADA), title II 5 U.S.C. 301; 28 U.S.C. 509, 510; 42 U.S.C. 12134.

Any media curated, purchased, and/or used by the district shall include captioning of auditory information. Captioning is a textual display of the audio information of a television broadcast, webcast, film, video, CD-ROM, DVD, multimedia, live event or other production. Captions are not limited to the display of spoken dialogue or narration in textual format, but also include speaker identification, sound effects, and music description.

Captions shall be provided for all live and pre-recorded video. Examples of caption types include closed captions, open captions, and subtitles.

Captions shall be synchronized and accurate, presenting the same content available in the audio track. The captions shall not cover important images, including other text in the video, and shall have enough color contrast to be visible.

Transcripts for Audio Media

A transcript or other text alternative shall be provided for any audio-only media. A simple transcript includes the speech, non-speech audio information.
